What it is and what it costs
Too Shy is an AI companion platform where the characters live in your WhatsApp and Telegram, not in a separate app. The front page puts it as "Not an app. A contact in your phone." A companion messages you first, sends voice notes, selfie-style photos and short videos, and remembers earlier conversations. The site says there are 19 companions, each with a different personality, voice and conversation style, and that new ones are added regularly. All of them are AI-generated characters, and the terms say they do not represent real people.
There are 3 tiers. The free one runs on Telegram and, per the pricing page, needs no credit card. Premium and Ultra are paid, and WhatsApp is included only with those 2. What the tiers allow in adult content is spelled out in the site's content policy: flirting and suggestive content is limited on the free tier, and mature romantic content is a paid feature. The site's own wording for the free setting is "teased", meaning flirtatious and not explicit. Fuller conversation comes with Premium, and the least restricted setting with Ultra.
The money questions are short ones here: who bills, what the statement says, how to stop, and what comes back if you change your mind in the first 48 hours. The pages answer most of them in the terms and a dedicated subscription and refund policy.
Paying and stopping
The terms say "Paid subscriptions are billed through Stripe", and the privacy policy lists Stripe as the payment processor holding payment method and billing address. The safety policy adds that card details are never stored by the site. The pricing page says cards, Apple Pay and Google Pay are accepted through a secure payment provider. The statement is described only loosely. Under the heading "Discreet billing", the front page says "Your statement won't show a company name you'd have to explain." No page prints the descriptor, so a buyer learns what the line is meant to avoid and not what it reads.
In October 2026 the pricing page listed Premium at $9.99 / month and Ultra at $19 / month, with prices in USD and possibly subject to taxes. The terms add that annual plans are billed as a single upfront payment for 12 months, and the refund policy says the annual rate is discounted, but the pricing page lists only the monthly figures, so no annual price is published. Subscriptions renew on a recurring basis until canceled: "By subscribing to a paid plan, you authorize us to charge your payment method on a recurring basis until you cancel."
Cancellation happens "at any time from your account settings". It takes effect at the end of the current billing period, access to paid features continues until then, the account then reverts to the free tier, and conversation history and memory are kept under the free tier's limits. No prorated refunds are given for unused time. An annual subscriber keeps access to the end of the 12 months and receives nothing back for the remaining months.
The refund rules are strict but clearly written. The policy's first line is "All sales are final", and paid subscriptions are generally non-refundable once the billing cycle begins. The exception is a 48-hour cooling-off period from the first paid purchase only. A request in that window gets a full refund if the service has not been used excessively, which the policy defines as more than 100 messages, more than 10 image requests or more than 10 voice message requests in the 48 hours. Annual plans are non-refundable after 48 hours. Renewals and upgrades are not eligible. Refunds may be considered at the site's discretion for a duplicate charge, an outage of more than 72 consecutive hours, or an unauthorized charge, and are not given for dissatisfaction with content, for failing to cancel before a renewal date, or after termination for breaking the rules.
Requests go by email with the phone number or Telegram ID, the charge date and a reason. The policy promises a reply within 5 business days, with approved refunds returning through Stripe in 5 to 10 business days. It asks buyers to write before filing a chargeback and reserves the right to end the account and contest one. For EU consumers it states a 14-day right of withdrawal, then says using the service right after purchase waives it.
In October 2026 the pricing page also listed one-time add-on packs with no expiration: Exclusive Photos at $7.99 for 20 photos, Videos at $4.99 for 15 videos and Exclusive Videos at $5.99 for 10 videos.
Account, data and the site's rules
Sign-up is unusual. The terms require a valid WhatsApp phone number or a Telegram username, and the front page says there is no email, password or profile, and that on Telegram a nickname is enough. The safety policy says age confirmation is required during registration and that further verification may be requested at any time. The terms require users to be at least 18.
The operator is named in the terms as FLOWVATE DEVELOPMENT LTD, a company registered in Cyprus with an address in Paphos. Cypriot law governs, and disputes go to the courts of Paphos unless mandatory consumer law says otherwise. Liability is capped at what the user paid in the preceding 12 months. The terms contain a 2257 exemption statement: all visual content is AI-generated and no real models appear.
The privacy policy names the services that touch data: a voice synthesis provider that receives text only, a WhatsApp delivery service that receives phone number and message content, the Telegram API, Stripe, Google Cloud Platform for storage with data encrypted at rest, and Google Analytics with anonymized page views. Data may be processed in Cyprus and the United States under standard contractual clauses. It says personal data is not sold and conversation content is not shared with advertisers. There is a discrepancy to weigh. The front page FAQ says conversations are never used for model training, while the privacy policy and terms say anonymized and aggregated conversation data may be used to improve the site's AI models. The content policy adds that flagged conversations may be reviewed by authorized staff for safety.
Prohibited content includes any sexual content involving minors, with the policy extending that to fictional minors, and depictions of real, identifiable people without consent. Violations lead to termination. A separate content-removal page sets timelines: acknowledgment within 24 hours, an initial assessment within 72 hours and a final decision within 7 days. Reports to the content policy address get a reply within 5 business days.
The page load counts as one factor: in October 2026 the front page reached out to 8 third-party domains over 90 requests, including cloudflareinsights.com, doubleclick.net and googletagmanager.com, named Google Ads as its only ad network and stayed on the site, with no redirect on load.
What each tier holds
The free tier gives a taste of a companion texting first, on Telegram. The pricing page says the free trial lets you chat, receive photos and get voice messages, and the pages give no exact message limit.
In October 2026 Premium was listed with unlimited messages and voice messages, 40 photos and 15 videos a month and mature conversations. Ultra was listed with unlimited messages and voice messages, 80 photos, 40 videos and 40 exclusive videos a month, and unrestricted conversations. The add-on packs are one-time purchases with no expiration, listed beside the 2 tiers, and the pricing FAQ reserves exclusive video content for Ultra. The pages describe voice as recorded notes in the thread, and the site's own comparison page says there is no live call on any tier.
The service runs inside the messenger you already use. The front page claims end-to-end encryption on WhatsApp and Secret Chat on Telegram. The site also hosts editorial comparison pages about other companion services, which are a secondary part of the site and carry no billing terms.
Who it suits
It suits a reader who wants a companion in a messenger without installing anything, who would rather not hand over an email address, and who wants the refund rules written down before paying. The Telegram start lets someone judge the format at no cost, though not the adult tiers.
The caveats are specific. The statement line is never printed, the refund window covers only the first 48 hours of the first purchase and has a usage cap, and the front page and privacy policy disagree on model training. Its strength is that the stopping terms are stated plainly: Stripe as processor, cancellation in account settings, a stated cooling-off window and a named operator with an address.
